Increases theft thresholds for felony classification: $50,000 or more is class 2 felony (previously $25,000), $20,000-$49,999 is class 3 felony (previously $4,000-$24,999), and decreases misdemeanor threshold to $2,000 (previously $1,000).

Increases shoplifting felony thresholds from $2,000 to $5,000 for class 5 felony and from $1,000 to $2,000 for class 6 felony.

Reduces organized retail theft from class 4 to class 6 felony and removes the requirement that the person acts "in conjunction with another person."

Reduces forgery offense from class 4 to class 6 felony, except forgery involving drop house purchases remains class 3 felony.

Increases trafficking in stolen property penalties based on property value, with class 2 felony starting at $50,000 for second degree and $20,000 for first degree; establishes new felony classifications for fraudulent schemes based on benefit value ranging from $2,000 (class 6) to $50,000 or more (class 2).
