AZ HB2209

Repeals the prohibition on knowingly collecting voted or unvoted early ballots from another person (previously a class 6 felony).

Removes exemptions that previously allowed family members, household members, and caregivers to collect early ballots without penalty.

Maintains existing class 5 felony prohibitions against offering/receiving consideration for ballots, possessing ballots for sale, and fraudulent ballot drop-off sites.

Preserves existing class 5 felony penalties for ballot marking fraud and creates a class 4 felony for pattern ballot fraud involving three or more persons.

Eliminates the exception for special taxing district elections and postal workers/election officials engaged in official duties regarding early ballot collection.
