• Authorizes county boards of supervisors to establish voting centers in place of or in addition to traditional polling places, allowing any county voter to cast a ballot at any voting center on election day.

• Permits boards of supervisors to authorize early voting drop-off centers where voters can deliver voted early ballots to election officials.

• Creates new voting center election board positions with eligibility for minors aged 16 and older to serve as clerks with parental permission, and prohibits schools from reducing attendance records or counting absences for students serving on voting center boards.

• Allows county recorders to establish multiple early voting locations beyond the main office and to operate early voting locations during the three-day period before election day if precinct registers can be properly updated.

• Modifies replacement ballot procedures to allow one or more locations (rather than a single central location) where voters can obtain replacement ballots until 7:00 p.m. on election day.
