Requires all non-resident circulators and all paid circulators (for statewide ballot measures only) to register with the Arizona Secretary of State before collecting petition signatures.

Requires registered circulators to consent to Arizona court jurisdiction and designate a state address for service of process related to petition disputes.

Allows courts to invalidate signatures collected by circulators found to be ineligible or engaged in fraud, upon presentation of independent, sufficient evidence.

Permits any person to challenge circulator registration in superior court within ten business days after petitions are filed, with appeals to the Supreme Court allowed within five calendar days of judgment.

Entitles the prevailing party in circulator registration challenges to recover reasonable attorney fees.
