Requires automatic voter registration for all driver license and nonoperating identification license applicants beginning January 1, 2020, unless applicants affirmatively opt out of registration.

Applicants must be provided a statement detailing voting eligibility requirements, an attestation of eligibility signed under penalty of perjury, and information about penalties for false registration.

Department of Transportation and county recorders must adopt rules to integrate driver license and voter registration applications, transfer applicant information between systems, and maintain confidentiality of driver license information.

Completed voter registrations must be returned or mailed to the appropriate county recorder within five days of receipt by the Department of Transportation.
