Allows persons otherwise qualified to register to vote during the 28 days immediately preceding an election if they have been a resident of the county and precinct for at least 29 days preceding the election.

Permits registration on election day at polling places by completing a registration form and providing proof of residence.

Restricts voters who register under these provisions to voting only with provisional ballots in the election for which they registered, but allows them to vote normally in elections held at least 29 days after their registration date.

Limits same-day and late registration voters to federal offices (including presidential electors), statewide and countywide offices, and legislative races, excluding participation in partisan primary elections.

Requires the secretary of state and county election officials to promptly implement the new registration procedures.
