Repeals section 15-249.08, Arizona Revised Statutes, which previously established results-based funding for schools.

Amends section 15-249.09 to expand the early literacy program fund to include prekindergarten students in addition to kindergarten and grades 1-3 students.

Adds new subsection allowing the department of education to distribute grants to eligible schools specifically for prekindergarten pupils for early literacy purposes.

Appropriates $37,600,000 from the state general fund in fiscal year 2019-2020 to the early childhood development and health fund.

Redirects the baseline budget previously dedicated to results-based funding to the early childhood development and health fund to provide expanded early education opportunities.
