HB 2225 Summary

• Reduces the maximum pump capacity for exempt wells from 35 gallons per minute to 20 gallons per minute across all referenced statutes (sections 45-402, 45-454, 45-596, 45-596.01, and 45-2602).

• Applies the reduced capacity limit to exempt wells used for non-irrigation purposes, including domestic uses, stock watering, and other exempt well categories in active management areas.

• Updates filing fee provisions to clarify that wells with pumps of not more than 20 gallons per minute used solely for domestic purposes outside active management areas are subject to a $100 filing fee.

• Exempts persons withdrawing water from wells with 20 gallons per minute or less capacity from record keeping and reporting requirements in Pinal active management area southside protection zones.

• Makes conforming changes throughout Arizona Revised Statutes to reflect the new 20 gallons per minute standard for exempt well definitions and exemptions.
