Requires process to be served immediately after filing an action challenging nomination petitions, with service occurring no more than 24 hours after filing (excluding weekends and holidays).

Directs the county recorder or election officer to perform petition signature verifications for nomination challenges involving county residents and provide testimony and evidence to the parties as requested.

Establishes that the most current general county register at the time of filing constitutes the official record to determine on a prima facie basis whether petition signers were registered to vote at their stated addresses on the signing date.

Allows challenged candidates to introduce certified copies of registration forms dated on or before the petition signing date if those forms are in the recorder's possession but not yet filed in the general county register.

Disqualifies all petitions submitted by candidates found guilty of petition forgery and bars those candidates from seeking election to public office for a minimum of five years.
