Amends section 41-1279.07 to establish enforcement procedures for uniform expenditure reporting compliance by counties, cities, and towns, including a 30-day cure period after notice of non-compliance from the joint legislative audit committee (JLAC).

Authorizes JLAC to notify the state treasurer to withhold and redistribute state shared monies from non-compliant political subdivisions and to restore distributions once compliance is achieved.

Amends section 42-5029 to require the state treasurer to withhold county distributions of transaction privilege and severance tax monies upon notice from JLAC that the county has not complied with uniform expenditure reporting requirements.

Amends section 43-206 to require the state treasurer to withhold city and town distributions of urban revenue sharing fund monies upon notice from JLAC of non-compliance with uniform expenditure reporting requirements.

Provides exceptions to withholding requirements to ensure political subdivisions can continue making required debt service payments on bonds issued before the non-compliance occurred.
