Establishes civil liability for entities that create gun-free zones; liable for damages to persons harmed by criminal conduct if a reasonable person would believe a firearm could have provided defense.

Allows courts to award treble (triple) damages if criminal conduct is determined to be a terrorist attack under federal law or if the harmed person is disabled, a minority group member, under 16, or over 65 years old.

Requires entities establishing gun-free zones open to the public to provide the same level of protection from injury that customers, vendors, and employees would have if permitted to carry firearms; violations create strict liability.

Defines "criminal conduct" to include specific offenses in title 13 chapters 11, 12, 13, 14, 15, 17, 19, 25, 29, and 36.

Defines "gun-free zone" as any building, place, area, or public conveyance where a person's right to possess a firearm is infringed, restricted, or diminished by policy, rule, regulation, ordinance, utterance, or posted sign.
