Establishes the Governor's Office of Film and Media within the Governor's office to promote film and media production in Arizona and coordinate with state and local agencies and private sector entities.

Requires the Governor's Office of Film and Media to submit annual reports to the joint legislative budget committee detailing employment in film and media production, monies spent and revenue generated, and information on film and multimedia production projects.

Adds film and digital media production companies as eligible "qualified small businesses" for the capital investment incentives and tax credit program administered by the Arizona Commerce Authority.

Requires state purchasing agencies to give preference to Arizona-headquartered film and digital media production businesses when awarding contracts if there are identical low bids from competing qualified bidders.

Establishes a sunset date of July 1, 2025 for the Governor's Office of Film and Media, with the enabling statute repealed January 1, 2026.
