Amends Arizona Revised Statutes section 41-115 to require the governor's office of youth, faith and family or the department of health services to partner with education agencies and nonprofit youth organizations to teach children in grades 5-12 about health dangers of illegal drugs, tobacco, electronic smoking devices, alcohol, marijuana, opioids, and nonprescription pharmaceuticals.

Adds electronic smoking devices to the list of substances covered in alcohol, tobacco, and drug education programs.

Appropriates $1,000,000 from the state general fund annually to the department of health services for these education programs.

Defines "facility-based nonprofit youth development organization" as organizations providing recreational, educational, and character-building programs for children ages 6-18.
