Changes the hyphenated term "set-off" to the single word "setoff" for consistency with modern terminology.

Replaces the pronoun "which" with "that" when referring to vouchers in the statute's language.

Requires any debt claimed as a setoff against the state to be presented to the director of the department of administration for allowance or disallowance before trial.

Allows a setoff exception when a defendant can prove they possessed vouchers they could not produce to the department, or were prevented from presenting the claim due to absence from state, sickness, or unavoidable accident.
