Amends Arizona Revised Statutes section 28-3395 to establish new requirements for defensive driving schools certified by the Arizona Supreme Court.

Requires each certified defensive driving school to submit its future course schedule to the Supreme Court, including dates, times, instructor names, and locations, with only pre-registered students allowed to attend each class.

Prohibits defensive driving school instructors from teaching classes for more than one certified school simultaneously, and restricts course changes or cancellations to only extraordinary circumstances.

Mandates that defensive driving school classes not exceed 4.5 hours total, including all testing, review, and grading activities.

Freezes Supreme Court authority to conduct efficacy studies or amend defensive driving school rules until after June 30, 2020, except in emergencies as determined by the administrative director.
