Repeals section 31-229.02, Arizona Revised Statutes, eliminating the requirement that prisoners achieve eighth grade literacy before release on earned release credits.

Amends earned release credit calculations to establish three tiered rates based on offense type: one day per six days served for dangerous crimes against children, one day per three days served for dangerous offenses, and one day per day served for all other offenses.

Removes the literacy restriction that previously prevented prisoners from beginning community supervision until achieving eighth grade functional literacy level or completing their full sentence.

Requires the Department of Corrections director to submit an annual report to the governor, legislature, and secretary of state detailing earned release credits earned and forfeited by prisoners and reasons for forfeitures.

Authorizes the director to post transition program rules on the department's website and maintain existing provisions regarding forfeiture and restoration of earned release credits.
