Amends Arizona Revised Statutes Section 40-209 to clarify language regarding electric generation suppliers and municipal authority.

Prohibits cities, towns, and counties from requiring franchises for electricity suppliers to provide electric generation service within their jurisdictions.

Prohibits municipalities from imposing rents, charges, or taxes on the use of public streets, roads, and alleys on electricity suppliers for electric generation service, with limited exceptions.

Allows a fee equal to the franchise fee of the electric distribution utility to be charged to electricity suppliers on retail electricity sales made using franchised electric distribution facilities in service territories franchised from August 20, 1998 onward.

Preserves municipal authority to require franchises for electricity suppliers providing electric distribution service (not generation service) within their jurisdictions.
