Amends Arizona Revised Statutes sections 28-693, 28-695, and 28-708 regarding reckless driving, aggressive driving, and racing on highways.

Allows persons whose driving privileges have been revoked for reckless driving to apply for a restricted driving privilege 90 or more days after revocation begins (excluding incarceration time).

Allows persons whose driving privileges have been revoked for aggressive driving to apply for a restricted driving privilege 45 or more days after revocation begins (excluding incarceration time).

Allows persons whose driving privileges have been revoked for racing on highways to apply for a restricted driving privilege 90 or more days after revocation begins (excluding incarceration time).

Establishes that restricted driving privileges are available under section 28-144 for individuals meeting the specified waiting periods after revocation for these three specific driving violations.
