Adds "place of worship" as an allowable destination for restricted driving privileges under a DUI-related license suspension, defined as any non-profit organization that gathers for regular worship and religious observances.

Allows restricted licenses during administrative suspension periods for 30 days with 60 additional days of restrictions, rather than requiring full suspension, if the person meets eligibility criteria including no prior DUI convictions within 84 months.

Expands restricted driving purposes to include travel to appointments required by the state or a political subdivision, and travel to transport a dependent to school, employment, or medical appointments.

Adds consideration of "undue financial hardship" as a factor in administrative license suspension hearings, with a presumption of hardship if the person is employed or enrolled in an educational institution.

Allows hearings to be conducted in person, by telephone, or by videoconference, and requires the department to issue restricted licenses immediately upon proof of financial hardship.
