Adds new subsection S allowing sex offenders to petition the court for early termination of registration requirements after at least 10 years for adult offenses or 5 years for juvenile offenses.

Requires petitioner to prove by clear and convincing evidence that they have not committed a sex offense since registration, are not likely to reoffend, and are not a danger to others.

Mandates court hearing with victim notification and opportunity for all parties including victims to be heard before ruling on petition.

Petitioner has right to legal representation, call witnesses, and introduce evidence at the termination hearing.

Allows petitioner to file petition for special action with Arizona Court of Appeals within 30 days if dissatisfied with court's decision.
