Repeals section 31-229.02, Arizona Revised Statutes, which contained literacy requirements for prisoner release.

Modifies earned release credit calculations: prisoners convicted of dangerous offenses receive one day of credit for every three days served, while all other prisoners receive one day for every day served.

Removes the provision that prevented prisoners from being released until achieving eighth-grade functional literacy, eliminating literacy as a barrier to earned release.

Requires the director to annually report to the governor and legislature on earned release credits earned and forfeited by prisoners, including reasons for forfeiture.

Clarifies that earned release credits do not reduce the sentence imposed by the court and grants the director discretion to restore previously forfeited credits.
