Requires law enforcement officers, parties in criminal cases, and courts to notify persons who may have been wrongfully arrested, indicted, or charged of their right to petition for record clearance, with no filing fee.

Allows any person wrongfully arrested, indicted, or charged to petition superior court for entry on all court, police, and other agency records noting the person has been cleared, specifying which records to include.

Authorizes courts to issue orders requiring clearance notation on records when it serves the interest of justice, with copies transmitted to all applicable law enforcement, prosecuting, and other agencies and courts.

Permits the person to deny that the arrest, indictment, or charges ever occurred.

Makes any person or entity with notice of the court order liable for damages if they fail to comply with the order restricting access to the records.
