Amends Arizona Revised Statutes Section 28-5101 to add requirements for authorized third parties that register vehicles regarding vehicle valuation for license tax purposes.

Requires authorized third parties to notify vehicle owners that they may present a document showing the manufacturer's suggested retail price (MSRP) of the vehicle to use as the vehicle's value for calculating vehicle license tax.

Requires authorized third parties to use the manufacturer's suggested retail price as the vehicle's value for determining vehicle license tax when a vehicle owner presents a document stating the MSRP.
