Repeals section 28-6537 of Arizona Revised Statutes, which previously authorized the legislature to distribute monies from the Arizona highway user revenue fund to the Arizona highway patrol fund.

Amends section 28-6538 to remove references to section 28-6537, simplifying the distribution formula for remaining Arizona highway user revenues among state highway fund, counties, and incorporated cities and towns.

Removes the first numbered item in section 41-1752 that referenced monies distributed from the Arizona highway user revenue fund to the Arizona highway patrol fund subject to section 28-6537, and renumbers remaining fund sources accordingly.

Eliminates the mechanism by which the Arizona highway patrol fund could receive dedicated appropriations from highway user revenues, effectively ending this dedicated funding source.
