Amends Arizona law to extend auditor general authority to conduct performance audits of charter schools in addition to school districts, including determining percentage of dollars spent in the classroom and on student support.

Requires the Department of Education to develop guidelines by November 1, 2019 to assist the auditor general in determining the percentage of every dollar spent on student support by each school district or charter school.

Mandates that school districts and charter schools prominently post on their website home pages the percentage of every dollar spent in the classroom and on student support from the most recent instructional spending report issued by the auditor general.

Requires school districts and charter schools subject to audit to notify the auditor general in writing whether they agree with audit findings and recommendations, and to submit written status reports every six months for two years following an audit.

Expands auditor general's authority to access records and attend executive sessions of charter schools for audit purposes, and clarifies that officers or employees must allow such access or face criminal penalties.
