Establishes parent councils at each charter school composed of at least one parent representative from kindergarten (if offered) and from each grade level the school offers.

Requires parents to elect their grade-level representatives during the first month of each school year.

Mandates parent councils meet with school leadership at least quarterly and review quarterly financial information including budgets compared to actual spending.

Requires parent councils to review annual financial submissions and key school metrics including pupil suspension and expulsion rates by ethnicity, and faculty/administration terminations.

Grants parent councils the right to provide input on the selection of new school principals.
