Amends section 46-803 of Arizona Revised Statutes to require that beginning July 1, 2021, children in families referred by the Department of Child Safety and children in foster care must be served by child care providers with a quality rating of level three or higher from the Arizona Early Childhood Development and Health Board, unless no such provider exists within ten miles of the child's residence.

Appropriates $500,000 from the federal Child Care and Development Fund block grant in fiscal year 2019-2020 to the Department of Economic Security to assist child care providers in achieving the required quality rating level of three or higher.

Directs the Department of Economic Security to provide grants to eligible child care providers and contractors who can demonstrate a dollar-for-dollar match using private funds, with prioritization based on the number of children served.
