Amends Laws 2018, chapter 312, section 5 to modify appropriations from the peace officer training equipment fund for various law enforcement training and safety initiatives.

Appropriates $500,000 to the Department of Public Safety for employee overtime pay, $2,300,000 for ten virtual firing ranges and three virtual training simulators, and $203,000 to maintain seven existing virtual training simulators.

Allocates $50,000 to the Governor's Office of Highway Safety for public service announcements educating drivers on conduct during traffic stops and $20,000 to the Supreme Court for a one-time programming cost.

Establishes new appropriations totaling $730,016 for the La Paz County Sheriff's Office ($400,000 for virtual training equipment), City of Peoria ($80,000 for one virtual firing range), and search and rescue costs for Pinal and La Paz County Sheriff's Offices ($250,016).

Specifies technical requirements for virtual firing ranges and training simulators, including ballistic accuracy standards and stress component capabilities, and allows the Department of Public Safety to enter into cancellable contracts for equipment delivery.
