Repeals section 13-3603.02 and modifies multiple sections of Arizona law related to abortion coverage, contraception requirements, and abortion procedures.

Changes health insurance requirements to allow (rather than mandate) coverage for abortions, and narrows religious employer exemptions from contraception coverage to only those whose "religious tenets prohibit" contraceptive use.

Removes prior requirements for abortion providers regarding medication abortion reversal protocols, certain informed consent forms, and various reporting requirements related to abortion procedures.

Adds new requirements for pharmacies to fill valid prescriptions and allow employee religious accommodations; requires health professionals to provide emergency contraception information and services to rape victims.

Eliminates restrictions on state payroll deductions for charitable organizations and modifies tax credit requirements to remove abortion-related exclusions from qualifying charitable organizations.
