Amends Arizona Revised Statutes Section 15-203 to remove language requiring the state board of education to establish qualifying examinations for a college credit by examination incentive program.

Repeals Section 15-249.06 of Arizona Revised Statutes, which established the college credit by examination incentive program.

Repeals a conflicting amendment to Section 15-203 from Laws 2018, chapter 111, section 1.

Amends Section 15-741.02 to remove the requirement that college credit examinations be included on the menu of achievement assessments that local education agencies may select.

Appropriates $5,000,000 from the state general fund in fiscal year 2019-2020 to the Arizona Board of Regents for the Arizona Teacher Academy.
