Establishes a certification requirement for body art establishments, effective January 1, 2021, with each location requiring a separate certificate of operation issued by local public health departments.

Defines "body art" to include body piercing, tattooing, cosmetic tattooing, permanent skin coloring, branding, and scarification, while excluding medical procedures, non-invasive painting, and licensed cosmetology/aesthetics services.

Requires local public health departments to adopt rules establishing minimum standards for body art establishments covering sanitation, pest control, equipment sterilization, bloodborne pathogen training, and employee requirements.

Grants local public health departments authority to inspect establishments, investigate complaints, issue cease and desist orders, impose civil penalties, and suspend certificates of operation for violations.

Allows cities, towns, and counties to adopt and enforce more stringent ordinances regarding body art establishments and their operations.
