Expands conflict-of-interest restrictions for career technical education (CTED) district governing board members to include employees of school districts that are members of or contract for services with the CTED, and their spouses.

Adds similar conflict-of-interest restrictions to school district governing board members, prohibiting employees of school districts that contract for career and technical education services with another school district from serving on that other district's board.

Allows current CTED and school district governing board members serving on the effective date of the act to continue serving until their normal terms expire, despite the new eligibility restrictions.

Clarifies that the conflict-of-interest provisions apply to employees of third-party contractors who directly provide services to school districts or CTEDs, and extends restrictions to spouses of such employees.
