Establishes a one-year teacher school supplies pilot program through the Department of Education for the 2019-2020 school year.

Provides $200 grants to teachers employed by school districts or charter schools who teach classroom instruction for at least three hours during a regular school day.

Appropriates $12,000,000 from the state general fund in fiscal year 2019-2020 to fund the pilot program.

Authorizes the Department of Education to adopt policies and procedures necessary to implement the program.

Program expires February 15, 2021, through statutory repeal.
