Amends Arizona Revised Statutes Section 28-672 regarding causing serious physical injury or death by moving violations.

Changes the requirement for first-time violators from "may" suspend driving privileges to "shall" (mandatory) suspend or restrict driving privileges for at least 90 days (serious injury) or 180 days (death), up to 1 year maximum.

Maintains existing requirement for mandatory traffic survival school completion and allows courts to order community restitution for violators.

Establishes two-year statute of limitations for prosecuting violations, running from when offense was discovered or should have been discovered with reasonable diligence.

Classifies violations as class 1 misdemeanors with restitution capped at $100,000 and allows dismissal if injured party receives satisfaction payment before trial.
