Expands vehicle removal authority to include drivers operating vehicles while privilege is suspended for reasons not specifically listed, provided they have prior convictions for specific traffic violations within the past year.

Modifies section 28-3512 to clarify vehicle release procedures and establish daily storage charges at $15 per day for impounded vehicles.

Requires law enforcement agencies to enter immobilization and impoundment information into the Arizona Crime Information Center database within three business days.

Establishes civil penalties of at least $250 for violations of vehicle release agreements and document retention requirements related to impounded vehicles.
