Amends Arizona Revised Statutes section 5-572 to redirect $10,000,000 annually from the state lottery fund to a newly established Arizona state parks board heritage fund instead of the previous $5,000,000 allocation.

Creates Article 1 of Title 41, Chapter 3 establishing the Arizona state parks board heritage fund to be administered by the Arizona state parks board without requiring legislative appropriation.

Directs fund expenditures as follows: 5% for trails, 35% for parks and outdoor recreation, 17% for natural area acquisition, 4% for natural area maintenance, 17% for historic preservation, 17% for state park acquisition or development, and 5% for environmental education.

Limits individual entities receiving trail and park funds to no more than 20% of available monies annually, with funds available as matching funds subject to Arizona outdoor recreation coordinating commission review.

Requires the Arizona state parks board to submit annual reports by June 30 to legislative leadership detailing expenditures, property acquisitions, tax revenue impacts, and staffing related to fund activities.
