Amends section 44-1375.03 to clarify that products must meet energy efficiency standards adopted pursuant to article 19, with civil penalties of not more than $500 per violation.

Requires manufacturers to certify to the department of environmental quality (instead of the governor's energy office) that products sold in Arizona meet applicable efficiency standards.

Adds section 44-1375.04 requiring the department of environmental quality to adopt rules identical to Vermont's energy efficiency standards for appliances and equipment in effect as of July 1, 2018 (excluding water and plumbing fixtures).

Directs the department to revise the efficiency standards rules as necessary to keep them current.

Repeals sections 44-1375, 44-1375.01, and 44-1375.02 once the department of environmental quality adopts the new rules, with the department required to notify the legislative council of the repeal date.
