HB 2394 Summary: Water Efficient Plumbing

• Establishes two phases of water conservation standards for plumbing fixtures, with stricter requirements beginning January 1, 2020 for residential, commercial, industrial, and public construction.

• Reduces maximum flow rates for residential lavatory and kitchen faucets from 3 gallons per minute (through 2019) to 1.5 gallons per minute (beginning 2020).

• Lowers residential shower head flow from 3 gallons per minute (through 2019) to 2 gallons per minute (beginning 2020), and reduces water closet usage from 1.6 to 1.28 gallons per flush.

• Requires similar or stricter flow reductions for commercial, industrial, and public fixtures, and reduces urinal usage from 1 gallon per flush to 0.5 gallons per flush across all building types beginning 2020.

• Exempts plumbing fixtures purchased and located in Arizona before the effective date of each phase, and allows local ordinances that are at least as restrictive as state requirements.
