Repeals Arizona Revised Statutes sections 9-500.38 and 11-269.16 relating to auxiliary containers.

Amends section 44-1648 to remove references to the repealed sections while maintaining state preemption over scrap metal dealer registration.

Preserves cities', towns', and counties' authority to enforce business licensing laws for scrap metal dealers.

Exempts local licensing systems that include background checks, identification, and fingerprinting of scrap metal dealer owners from state preemption.
