Amends Arizona Revised Statutes section 45-604 regarding water measuring devices for groundwater withdrawal from nonexempt wells.

Requires most persons withdrawing groundwater from nonexempt wells to use director-approved water measuring devices, with specified exemptions.

Exempts persons holding type 2 non-irrigation grandfathered rights or permits of 10 or fewer acre-feet per year from metering requirements, unless they hold multiple rights totaling more than 10 acre-feet annually from a single well.

In irrigation non-expansion areas, exempts withdrawals of 10 or fewer acre-feet per year for non-irrigation uses and certain small-scale irrigation uses (10 or fewer contiguous acres not part of integrated farming operations) from metering requirements.

In active management areas, exempts irrigation use on 10 or fewer acres under grandfathered rights from metering unless the water is also used under service area rights or other non-irrigation grandfathered rights.
