AZ HB2406

Prohibits state agencies and political subdivisions from requiring public works contractors, subcontractors, material suppliers, or carriers to enter into neutrality agreements with labor organizations as a condition of bidding, negotiating, or performing work on public works contracts.

Defines "neutrality agreement" to include agreements to remain neutral toward labor organizations, release private employee information beyond federal requirements, allow property access beyond federal requirements, and recognize labor organizations without secret ballot elections.

Does not prohibit private parties from entering into individual collective bargaining relationships or regulate activity protected by the National Labor Relations Act.

Applies similar prohibitions to energy facility construction projects subject to Arizona Corporation Commission approval, preventing the commission from requiring contractors to enter into neutrality agreements or project labor agreements as a condition of project approval.
