Caps aggregate individual contributions to state and local candidate committees and political action committees at $5,610 per calendar year, replacing unlimited contributions to non-candidate entities.

Establishes new contribution limits for candidate committees accepting contributions from political action committees (non-party): $10,020 (local/district), $16,150 (legislative), $100,110 (statewide).

Sets political party contribution limits to their nominees: $10,020 (local/district/legislative), $100,110-$110,000 (statewide), replacing previous $10,000 and $100,000 limits.

Prohibits partnerships from contributing in the partnership name; requires partnership contributions to be attributed to individual partners and counted against both partnership and individual contribution limits.
