Adds section 28-5813 to Arizona Revised Statutes addressing the manufacturer's base retail price for commercial vehicles.

Defines manufacturer's base retail price for commercial vehicles with gross vehicle weight rating over 26,000 pounds as the net purchase price minus taxes and fees for initial retail purchase.

Allows purchase price to be established using purchase invoices, lending contracts, or letters from dealers or manufacturers.

Permits the Department to use National Automobile Dealers Association official used car guide or similar publications to determine average retail value when original purchase price cannot be determined for subsequent retail sales.
