Amends section 28-1103 of Arizona Revised Statutes to modify weight limits for special permits authorizing truck and trailer combinations with two trailing units.

Increases the overall gross weight limit for truck and two trailing unit combinations from 123,500 pounds to 129,000 pounds when traveling on state routes within four miles of state borders or through Indian reservations.

Allows the director to issue special excess width permits for vehicles with reducible loads that exceed width limitations but do not exceed 10 feet in width.

Requires local authorities issuing permits to adopt ordinances substantially identical to department rules for overdimensional and overweight vehicles, with department review of proposed ordinances by an overdimensional permit council.

Establishes a 90-day review period for the overdimensional permit council to evaluate proposed local ordinances, with automatic compliance if no action is taken within that timeframe.
