Adds new paragraph 14 to A.R.S. § 13-2910 making it a class 1 misdemeanor to intentionally or knowingly harass a working animal in a law enforcement vehicle or trailer without legal privilege or consent of the owner.

Defines "harass" as conduct that a reasonable person would expect to impede or interfere with a working animal's performance of its duties.

Clarifies that working animals include horses or dogs used by law enforcement agencies that are specially trained for law enforcement work and under control of a handler.

Makes harassment of law enforcement working animals a misdemeanor offense, consistent with existing penalties for other forms of interference with working or service animals.
