Directs the auditor general to conduct a comprehensive cost study of Arizona online instruction, with the department of education providing necessary cooperation and information.

Cost study must examine administration, technology, personnel, and curriculum costs; percentage of real-time instructor-taught courses; average spending per course type; average class sizes; and funding formula amounts generated per student.

Requires analysis of school finance formula funding that follows online instruction students to their school of attendance and identification of areas where the state can reduce or eliminate administrative and reporting requirements.

Appropriates $150,000 from the state general fund in fiscal year 2019-2020 to the office of auditor general to conduct the study.

Section 1 of the bill is repealed effective December 31, 2020.
