Prohibits irrigation and water conservation districts in counties with a county water authority from transferring fourth priority Colorado River water (subject to the Boulder Canyon Project Act) to locations outside the counties bordering the Colorado River.

Allows transfers of this water only among the counties in Arizona that border the Colorado River, following the Boulder Canyon Project Act process.

Applies only to districts located in counties that have established a county water authority under Arizona Revised Statutes chapter 13.

Designated as an emergency measure effective immediately upon passage.
