• Extends the sunset date for the state certified rest area program from July 1, 2019 to July 1, 2027 under section 41-3102.

• Extends the sunset date for the rest area sponsorship sign program from July 1, 2019 to July 1, 2027.

• Allows the Arizona Department of Transportation to privatize rest areas constructed on or adjacent to state highways after September 26, 2008, subject to requirements prohibiting lavatory fees and requiring public picnic areas.

• Permits the department to establish and maintain rest area sponsorship sign programs with third-party contractors, with revenue from sponsorships deposited into the state highway fund for rest area maintenance and operations.

• Makes the act retroactively applicable from June 30, 2019.
