Establishes seven different women veteran special plate designs: one general logo design available to any applicant, plus designs featuring seals for the U.S. Army, Navy, Marine Corps, Air Force, Coast Guard, and Native American code talkers.

Restricts eligibility for six of the seven designs (all except the general logo) to veterans who can prove military service or immediate family members of women veterans already issued the plates.

Allocates $25 per special plate fee, with $8 going to the state highway fund and $17 deposited into the veterans' donations fund for women veteran services.

Creates a separate subaccount within the veterans' donations fund dedicated to providing benefits for women veterans, including shelter for homeless women veterans.

Eliminates a $32,000 implementation cost requirement that the Department of Veterans' Services had been required to pay from the donations fund.
