• Establishes a pilot program for remote vehicle inspections in areas A and B, to operate for at least three consecutive years and conclude by July 1, 2025.

• Requires the director to submit a report to the joint legislative budget committee and governor before implementing any full-scale remote inspection program, including data collected and certification that remote inspections will increase efficiency and reduce costs.

• Updates vehicle emissions testing standards and procedures in both areas A and B, including modified testing requirements for diesel-powered vehicles and vehicles with onboard diagnostic systems.

• Adds exemptions from emissions inspection requirements for cranes and oversize vehicles requiring permits and for vehicles not in use owned by active military members stationed outside Arizona.

• Makes technical corrections to Arizona emissions inspection statutes including grammar updates and clarifications to contractor agreement provisions.
